William “Bill” Bacon, Principal Investigator. 


Mr. Bacon is a retired law enforcement officer and investigator with 28 years of police experience and is a licensed private investigator.  Mr. Bacon’s law enforcement career included assignments as a patrolman, detective, lead arson investigator and evidence technician for the Park Ridge Police Department, as well as a commander of the Internal Affairs Unit and the Gang Crimes Unit for the Cicero Police Department.  Mr. Bacon has worked undercover in narcotics and other investigations for the Cook County State’s Attorney’s Special Prosecution Unit and the FBI. Mr. Bacon served for two years as an Algonquin Police Department patrolman and Field Training Officer, as well as the Lake Delton (WI) Marine Patrol Unit and as both a patrolman and detective for the Wonder Lake Police Department. He also previously owned and operated his own private detective agency and has designed and installed CCTV security systems.

Scott Ando, Director of Internal Investigations and Law Enforcement Oversight; Principal Investigator.  Mr. Ando is a 38 year law enforcement, investigative and police oversight professional, having most recently lead one of the largest police oversight agencies in the country for four years.  Mr. Ando began his career as an investigator with the Bergen County (NJ) Prosecutor’s Office’s Narcotics Task Force, after which he embarked on a 28 year career as a Special Agent with the U.S. Drug Enforcement Administration (DEA).  During his career with DEA, Mr. Ando was assigned as a Special Agent in the Newark, NJ, Chicago, IL and New Orleans, LA offices; as an Instructor/Course Developer at the DEA/FBI Training Academy in Quantico, VA; as a Supervisory Special Agent in the New Orleans Division office; as an Inspector in DEA’s Office of Professional Responsibility (DEA’s equivalent to Internal Affairs); as a Proposing Official in DEA’s Board of Professional Conduct, and, finally, as the Assistant Special Agent in Charge of DEA’s Chicago Division Office.  Following his DEA career, Mr. Ando was hired as the 1st Deputy Chief and later appointed as the Chief Administrator of the City of Chicago’s Independent Police Review Authority, which is charged with investigating all officer-involved shooting incidents, allegations of excessive force, verbal abuse with bias, domestic violence involving officers, and all discharges of Tasers.  Mr. Ando earned a Bachelor of Science in Criminal Justice and a Master of Public Administration degree, both from John Jay College of Criminal Justice, City University of New York.  Mr. Ando completed Basic Police Training at the Bergen County Law and Public Safety Institute and was certified as a police officer by the New Jersey State Police Training Commission, as well as Basic Agent Training for DEA.  Mr. Ando has completed numerous in-service training classes, including executive level courses at the University of Virginia, Johns Hopkins University, the Office of Personnel Management and the USDA Graduate School. 

R. Glenn Gable, Director of Legal Affairs and Investigations; Principal Investigator.  Mr. Gable is an experienced investigator, former prosecutor and practicing criminal and civil attorney, with experience both investigating and defending internal affairs and misconduct cases.  He also has 15 years of experience as a Cook County Sheriff’s Department detective and was the First Assistant State’s Attorney for the McHenry County State’s Attorney’s Office, having served that office for 17 years.  Mr. Gable is a graduate of John Marshal Law School and has over 44 years of total law enforcement and legal experience.  He is certified to practice law in the States of Illinois and Missouri, as well as the US District Court for the Northern District of Illinois, the US Court of Appeals and the US Supreme Court.  He is also a licensed real estate managing broker, an adjunct criminal justice college instructor and experienced insurance claims representative.

Larry W. Mason, President and Principal Investigator.  Mr. Mason has 45 years of law enforcement, private investigation and security services experience.  He retired from the Illinois State Police as a Master Sergeant-Special Agent, and served as the Deputy Director of the Lake County Metropolitan Enforcement Group, a multi-jurisdictional state narcotics task force.  Following his state police career, he served as the Chief of Police for three municipal police departments (Marengo, Wonder Lake and Holiday Hills), worked for the US Department of Veteran Affairs as a Lieutenant Federal Criminal Investigator; was a Municipal Detective-Patrol Sergeant, Chief of Investigations; and Grand Jury Investigator and Evidence Vault Custodian for the McHenry County State’s Attorney’s Office.  He currently is a Deputy Chief of Police at a local college police department.  Mr. Mason has law enforcement training experience as well, working as an adjunct criminal justice and police training instructor and criminal justice department chair for McHenry County College, and was an adjunct criminal justice instructor for the College of Lake County; he has also been an Instructor for the Illinois State Police Training Academy, the Northeast Multi-Regional Training (NEMRTS) and other law enforcement agencies.  Mr. Mason received his basic law enforcement training as an Illinois State Police Trooper from the Illinois State Police Training Academy. Mr. Mason subsequently graduated from the Northwestern University Police Staff and Command School, was trained as a federal law enforcement investigator and graduated from the US Department of Veteran Affairs Police Training Academy, has also been trained as a firearms officer (teaching both law enforcement and civilian concealed carry training) and Taser instructor.  Mr. Mason has a Master’s Degree in Criminal Justice and Administration from Western Illinois University.  As a Chief of Police and police supervisor, Mr. Mason has conducted numerous internal affairs investigations. In the private sector, Mr. Mason has worked as an armed security officer for private security companies protecting Com Ed facilities, Chicago area Metra trains and a national TV Executive Security detail for a national TV network.  He has thousands of hours of law enforcement training, including executive level training.

Michael J. Cooper, Product Manager and Principal Investigator:  Mr. Cooper has 38 years of experience as a law enforcement officer and investigator, a private investigator and security professional.  Mr. Cooper is a retired Illinois State Police Special Agent - Sergeant; he has been a member of the FBI Violent Crimes Task Force; a certified Rescue and Police Services Diver; member of the McHenry County Major Crimes Investigation Team (MIAT); member of the Lake County Major Crimes Investigation Team; an Internal Affairs Police Investigator for the City of Maywood, Illinois Police Department; a Deputy US Marshal and a McHenry County Sheriff’s Department Court Security Officer.  He is also a certified firearms instructor. Mr. Cooper has also provided executive security and protection services for a national television network.  Mr. Cooper has a Master’s degree in Social Psychology from DePaul University. Mr. Cooper is also a private business entrepreneur, having created, owned and managed several successful businesses.

Danny E. Rains, Investigator. 

His career included working as both a Federal and local law enforcement officer that spanned over 40 years and he currently still works as a part-time Police Officer at the Crystal Lake Park District Police.  He began his local law enforcement career as a police officer in Richton Park, Illinois and also served with the following other local police agencies: Gilberts. IL., Round Lake Park, Illinois, Lake County Gang Task Force, Southside Place, Texas, Texas Medical Center Police in Houston, Texas, Woodbranch, Texas, the Marshals Office and Prince William County Police Department, Virginia and with the following Federal agencies; United States Department of Veterans Affairs Police (as Chief of Police), Federal Protective Service, National Institute of Health Police, Federal Aviation Administration and the United States Department of Homeland Security.  He retired as a Special Agent in Charge for the United States Department of Homeland Security, Federal Emergency Management Agency, Fraud and Internal Investigation Division in Washington, DC and as an active member of the Washington, DC Joint Terrorism Task Force.  He joined Northwestern Medicine-Huntley Campus Safety and Security as a Site Supervisor in May of 2016 and currently holds that position.
